  Global Report on Human Settlements 2009: Planning Sustainable Cities 

UN- HABITAT Publication

Planning Sustainable Cities reviews recent urban planning practices and approaches, discusses constraints and conflicts therein, and identifies innovative approaches that are more responsive to current challenges of urbanization. It notes that traditional approaches to urban planning (particularly in developing countries) have largely failed to promote equitable, efficient and sustainable human settlements and to address twenty-first century challenges, including rapid urbanization, shrinking cities and ageing, climate change and related disasters, urban sprawl and unplanned peri-urbanization, as well as urbanization of poverty and informality. It concludes that new approaches to planning can only be meaningful, and have a greater chance of succeeding, if they effectively address all of these challenges, are participatory and inclusive, as well as linked to contextual socio-political processes.

  State of the World's Cities 2010/2011 - Cities for All: Bridging the Urban Divide 

UN-HABITAT Publication

The world's urban population now exceeds the world's rural population. What does this mean for the state of our cities, given the strain this global demographic shift is placing upon current urban infrastructure? Following on from previous State of the World's Cities reports, this edition uses the framework of 'The Urban Divide' to analyse the complex social, political, economic and cultural dynamics of urban environments. The book focuses on the concept of the 'right to the city' and ways in which many urban dwellers are excluded from the advantages of city life, using the framework to explore links among poverty, inequality, slum formation and economic growth. The volume will be essential reading for all professionals and policymakers in the field, and a valuable resource for researchers and students in all aspects of urban development.

In this report, DFID highlights the important role of local government on the front line of service delivery, and schemes for reducing urban poverty by sharing experience between cities and towns, such as the Commonwealth Local Government Forum (CLGF)'s Good Practice Scheme. 

The Good Practice Scheme is managed by CLGF and matches UK councils with an overseas partner from one of the participating countries, with the aim of sharing experience between councils to improve service delivery in selected areas. 

It outlines two partnerships between UK councils: Lewisham with Ekurhuleni (South Africa) on unemployment and Bristol with Puerto Morazan (Nicaragua) on education, cultural exchange and livelihoods. It also emphasizes the inclusive approach to urban management of the CLGF's Inculsive Cities initiative. 

The Commonwealth network of inclusive cities is to promote sharing good practice on inclusiveness, social cohesion and the local realisation of the Millennium Development Goals (MDGs). 

It sets out the conclusions of a consultation with UK and International experts on urban poverty. It presents DFID's programmes and approaches to these issues, as a result of the International Development Committee's Inquiry into Urbanisation and Poverty.

Thane Municipal Corporation has taken efforts in identifying qualitative and quantitative bankable projects in a systematic technical manner particularly those of regarding the development of social infrastructure, through a Public-Private Partnership (PPP), as the JNNURM alone isn't feasible to meet the needs of the city.

(For Urban Areas of Rajasthan)

On December 2009 Department of Urban Development, Housing and Local Self Government, Government of Rajasthan launched the affordable housing policy-2009 which aims to build 1.25 lakh houses for EWS/LIG category to be constructed in next four years. Applicants under EWS and LIG categories will get house in Rs 2.40 lakh and Rs 3.75 lakh respectively.

  Rethinking Poverty United Nations Report on the World Social Situation 2010

Poverty is the principal cause of hunger and undernourishment. Poverty claims the lives of 25,000 children each day. They "die quietly in some of the poorest villages on earth, far removed from the scrutiny and the conscience of the world. Although the world as a whole has made some reasonable progress in reducing levels of absolute poverty, many countries are not on track to meet the Millennium Development Goals of halving levels of extreme poverty by 2015. Countries such as China and, to some extent, India, and regions such as East and South-East Asia that have experienced strong growth during the last few decades have managed to significantly reduce poverty levels, particularly in urban areas. Addressing inequality and promoting social inclusion are also prerequisites for poverty reduction. Hence, social policy has to be viewed as an essential part of a transformative process that contributes to both growth and equity, not just through responding with corrections, but also by influencing the nature of growth. This Report on the world Social Situation 2010 seeks to contribute to rethinking of poverty and its eradication from the whole world.

 

Urban Services and Impact of JnNURM: Study of Nagpur, Rajkot and Vishakhapatnam

The study compares the situation of basic services i.e. water supply, sewerage, drainage and solid waste management in 2004 (pre- JNNURM) and in 2009. The study results indicate that the overall situation of urban services has improved since the launch of JNNURM. A number of projects are currently under implementation which are likely to have very positive impact on the service levels in the selected cities. For instance, JNNURM has funded water supply projects which provide for water supply in the newly merged areas, which otherwise may have suffered from lack of water supply.

The World Bank published the World Report 2009 with theme on, "Reshaping Economic Geography". The report has very good analysis on 3-Ds-distance, density and division. It calls for instruments of integration-institutions that unify, infrastructure that connects and targeted innervations. The report has a separate chapter on policies for inclusive urbanization.

Founded in the year AD 1411, Ahmedabad is turning 600 years old on February 26, 2011. Of Poverty and Plastic applies an interdisciplinary, 'field economics' approach to poverty analysis, using a mix of survey and ethnographic data to challenge received notions of the nature and extent of narrow income poverty and multiple deprivations experienced by those working in the informal waste recovery and plastic recycling economy of Delhi. The book exposes the complex, and at times contrary, policy reality binding poverty and deprivation, formal and informal markets, the state and citizenship in contemporary urban India. 

A detailed analysis of specialization, capital, and value in various segments of this labor-intensive, 'green' informal market is undertaken, with explicit recognition of its wider social and political institutional context, and how it is shaped by unequal interactions with civil society and the state. In particular, the book focuses on the identity and agency of subordinate scheduled caste groups-living literally and metaphorically on the edge of the city-in negotiating 'a decent life' in today's neoliberal environment.

The Urban Infrastructure Fund (UIF) is a tool designed to meet this need. Responsibility for subproject oversight, credit assessment, financial management reform, and other critical tasks is delegated to the UIF, rather than performed directly by an institution like the World Bank. Lessons from the Urban Century examines the track record of the UIFs and what can be learned from almost 30 years experience in implementation. 

 

The authors find that, on balance, UIFs have performed well. Paradoxically, their use has declined as demand for decentralized financing has escalated. The book considers the reasons for this decline and recommends its reversal. The authors examine a variety of UIF designs and their performance in different contexts.

On the basis of this analysis, it goes on to develop specific policies and practices to enable governments to enhance the contribution of housing in economic growth.
