Tamil
Nadu Municipal Energy Efficiency (Water Supply and Street
Lighting) Project

The Tamil Nadu Government has
issued a Government Order (GO) for 29 ULBs to go ahead and
sign the energy performance contract for the project supported
by REEEP and the Alliance to Save Energy, India. It took
almost 8 months to get this order released from the government
with continuous encouragement and support from the Alliance,
TNUDF, and the DMA office. This is a first-of-its-kind GO in
India, which empowers ULBs/ municipalities to go ahead with EE
project implementation through performance based contracts
under an ESCO mechanism. "

“Making
cities work for growth” project in collaboration with the
India Habitat Centre, National Housing Bank, and National
Institute of Urban Affairs organized a public lecture by Kate
Barker, UK Government Reviewer and member of the Monetary Policy
Committee of the Bank of England.
In
2003 and 2005, Kate Barker was asked by the Government of the
United Kingdom to prepare two reports on: (i) factors
contributing to rigidities in housing supply and their effects
on the macro-economy and housing affordability; and (ii) how
urban planning and development regulation in the UK could be
reformed to improve performance of the housing sector and
deliver better for business and infrastructure. Learn why for
thirty years, real house prices in the UK increased at three
times the rate of France, how difficult it is to run a land use
planning system that controls all urban real estate development
without reference to market indicators, and how inflexible
housing and land supply can take affordability beyond the reach
of an increasing share of population, even in a country that has
completed the urban transition. India and the UK share the same
planning traditions, and in a fast growing and rapidly
urbanizing India, better planning is increasingly seen as
essential to healthy urbanization. Ms. Barker’s lecture and
discussion considered what can be learned from the UK’s
careful review of how public policy can and cannot make the
housing sector work for the economy. The session was chaired by
Dr. Rakesh Mohan, Vice Chairperson, Indian Institute for Human
Settlement and former Deputy Governor, Reserve Bank of India. It
was very well received by the audience.

Climate Change (IPCC) has won the 2010 UN-HABITAT Cities Lecture
Award. In a statement on Monday, the agency cited his
"outstanding contribution and leadership" on climate
