Responding
to the Urban Climate Change, Asian Cities Climate Change
Resilence Network (ACCCRN), Eds. ISET, Boulder, Colorado, USA,
(2009).
|
Climate
change will have unavoidable effects on cities in future. ACCCRN
is working with cities to build systems and institutions to
respond to climate change. It is working with ten medium-sized
Asian cities including Surat, Indore and Gorakhpur. It is
helping cities to develop climate resilience strategies and
action plans. This publication is intended for other cities and
state governments looking for process and examples of how to
build urban climate resillence. It is available on

- A PROJECT UNDER JNNURM
The Ahmedabad Bus
Rapid Transit System ( BRTS ) is an initiative of the Ahmedabad
Municipal Corporation and the Ahmedabad Urban Development
Authority (AUDA) with technical support of CEPT University,
Ahmedabad. A special purpose vehicle, the Ahmedabad Janmarg
Limited (AJL), has been created under the Companies Act to
manage the BRTS. It will connect the central city, Kalupur with
outlying industrial, institutional and residential areas through
a network of over 88.8 Kms. The project is undertaken in phases
and the first stretch of phase -I between RTO- Chandranagar
covering a distance of 12.5 Kms was inaugurated by Honorable
Chief Minister Shri Narendra Modi on 14th October 2009.
The BRTS buses have been
designed keeping in view the passenger comfort, having wide
central doors, low floor, 90 persons capacity and clean fuel
Euro-III Standard, The BRTS has an Intelligent Transport System,
viz. operations control, automatic vehicle tracking system,
electronic fare collection, real-time passenger information
systems and traffic management.
As per the Janmarg user
feedback/satisfaction survey, conducted in the first two months
(Oct-Dec 2009), the average rating given to BRTS by users is
8.61 out of 10. An overwhelming responses of the BRTS users are
in favor of many parameters of the system, such as, feel safe to
cross, good frequency of buses, buses are clean, driven safely,
fare is consistent, stops are clean, payment is easy etc.
Moreover, the best Mass Transit
Project Award under JNNURM for the year 2008-09 was given to
Ahmedabad for Janmarg - Ahmedabad BRTS Project.

Non-Revenue
Water (NRW) is a major problem of urban water supply systems in developing
countries. This workshop on
NRW Management was jointly organised by the Ministry of Urban Development
(MoUD) and Asian Development Bank (ADB) in New Delhi on November 16-17,
2009.
The
workshop brought together experts and practitioners to discuss the
subject. Presentations were
made on experiences of NRW management in cities of Phillipines, Cambodia,
Korea, India, Malaysia, etc. Participants
from Indian and Nepal cities showed keen interest in the program.

National
Urban Water Awards 2009
The Ministry of Urban
Development, Government of India, in partnership with the
Gesellschaft für Technische Zusammenarbeit (GTZ) and
Administrative Staff College of India (ASCI) has instituted the
National Urban Water Awards (NUWA) for urban local bodies and
water boards to recognize, inspire and celebrate excellence in
urban water management. The Awards are aimed at recognizing and
disseminating good practices in water management that have led
to improved service delivery. The National Urban Water Awards
were launched in 2008.
The awards are open to (i)
Urban Local Bodies, (ii) Water Utilities/Boards and (iii)
Non-governmental organizations, community based organizations,
private sector, bilateral and multilateral agencies working in
association with ULBs/Water Utilities/Boards. Over ninety
entries were received for NUWA 2009 under various categories
namely: (i) Technical Innovations; (ii) Financial Reforms; (iii)
Services to the Poor; (iv) Citizen Services and Governance; (v)
Public Private Partnerships; and (vi) Urban Sanitation.
In the "Technical
Innovation" category, the winner this year was the Town
Municipal Council, Kundapura for its achievement in the area of
"Reduction in Non-Revenue Water and Improved Service
Delivery" which the city has been able to achieve despite
its small size and limited resources.
The award for the
"Financial Reforms" category was awarded to Bangalore
Water Supply and Sewerage Board for its achievement in
"Cost Recovery through Effective Billing and
Collection" facilitated by citizen friendly interface such
as spot billing, 24x7 payment facilities through Kaveri Kiosks,
100% metering and GIS applications.
In the "Services to the
Poor" Category, the winner was Navi Mumbai Municipal
Corporation for its efforts in "Providing Access to 24x7
Water Supply to the Urban Poor" through pro-poor measures
such as reduced access cost, network extension in poor areas,
simplified procedures and delinking of services to land tenure.
The "Citizen Services and
Governance" category award was shared by the Municipal
Corporation of Greater Mumbai and Jamshedpur Utility and
Services Company (JUSCO) as co-winners. The Municipal
Corporation of Greater Mumbai has implemented a State-of-the-Art
Information and Communication Technology enabled system for
citizen friendly payment and grievance redressal including
payments through Mobile Phones, Internet, Cybercafes and Kiosks.
JUSCO introduced a customer centred approach through Sahyog
Kendras offering single point interface for customers.
The award in the category of
"Public-Private Partnership" went to Karnataka Urban
Infrastructure Development and Finance Corporation for its
efforts towards "Providing 24/7 Water Supply in
Hubli-Dharwad, Belgaum and Gulbarga" in partnership with
the three Municipal Bodies. The project is implemented in public
private partnership mode in pilot areas. Social mobilization and
pro-poor approaches are integral part of the initiative.
Award for the "Urban
Sanitation" category was presented to the Kalyani
Municipality for its efforts in "Community Led Total
Sanitation" which has led to Kalyani being declared as
'open defecation free' by the State Government. The merit of the
initiative lies in promoting behavioral change and social
mobilization initiated by committed leadership.
In addition to the urban
initiatives recognized through the awards, a dossier comprising
a total of sixty nominations selected by the Advisory Group on
the basis of their linkage with urban local bodies and water
boards and their potential for scaling up and replication has
been prepared for the 2009 awards and is attached herewith.

Water scenario in i.e. Hubli-Dharwad, Belgaum and Gulbarga was
not very different from that in most other cities of India until
recently. Water was available for 1-2 hours every 5 days or so,
