Urban Portal - The PEARL Website (under JnNURM)

India
Urban Portal is a knowledge collaborative platform that
enhances the availability of quality urban information.
The goal is to provide an entryway (portal) to urban
information, and creates a network, community and resource
that provide qualified, trusted, and verifiable
information and contacts.
Information
from the site is accessible from three repositories:
-
Section
Search: The site provides information under
different sections like Best Practices, Projects,
JnNURM, Reforms, etc. to support cities with recent
and updated information as the best source for
integrated urban management and related
information.

Network
Search: The site shall also contain information on
all selected JNNURM cities to actively network among
themselves for cross learning and knowledge sharing
(As the site is being constantly updated this
information shall be available soon).

Metadata
Database: Resources found on the web (organisations,
data/ resources, news/events, links, sectors,
publications, books, films, photos etc.) have been
identified and cataloged for ready reference, which
allows information to be searched, based on resource
type, geographic location, keywords, etc.
The
purpose of the portal is to improve access to information
thus facilitating the knowledge -sharing and collaborating
process. The portal will serve as an urban information and
interactive center serving the informational needs of
various communities of users. The site is user-friendly
having standardized metadata, controlled vocabularies, and
qualified sources to describe information. It contains:

Best
Practices/ Projects - Sector wise projects and
best practices are listed here.

Organisations
- this section provides links to the Central
Government Organisations, Urban Local Bodies,
Development Authorities, NGOs, Research Organisations
and International Organisations etc.

Data
Resources - This section provides information on
useful resources like policies, laws, maps, statistics
and data related to urban India. The section is
constantly being enhanced.

About
JNNURM - This section provides information on
JNNURM i.e. urban reforms, project status, latest
update etc.

PEARL
Newsletter, Publications, Daily news; Activities under
PEARL programme, Gallery (contains video clip of
the good practices and others) are also available.
All
the partners contributing to the flow of urban information
are invited to join us in the integrated cooperation
effort with suggestions, Informations to be put up in the
site, news, events, Informations on projects, best

Peer
Experience and Reflective Learning Programme (PEARL)
Under
JnNURM

Background
Jawaharlal
Nehru National Urban Renewal Mission (JnNURM), is a
flagship project launched by Ministry of Urban Development
(MoUD), Government of India for planned development of the
cities and towns with focus on efficiency in urban
infrastructure and service delivery mechanisms in 'mission
cities'. To achieve full objectives of JNNURM, knowledge
sharing of urban reforms amongst JNNURM cities has emerged
as a potential area for capacity building. It is felt that
cities identified under JNNURM, can network amongst
themselves for cross learning and sharing of experiences,
hence effectively managing their cities. "Peer
Experience and Reflective Learning" (PEARL) is an
initiative under JNNURM to support cities to actively
pursue activities in implementation of projects and
reforms.
It
is envisaged to form groups/networks amongst JNNURM cities
having similar socio-economic profile, complexities of
urban problems and issues, size and urban growth patterns,
along with natural affinity to peer pair. Suggested
'peer-pairing' for cities in JNNURM is on the basis of:
socio-economic profile and key economic drivers, Size of
the city, urban growth pattern and urban
character/complexities. Therefore, cities with similar
urban issues and character are brought together.
The
cities have been divided into five groups, namely: (a)
Mega Cities; (b) Industrial Cities; (c) Mixed economy; (d)
Cultural Cities; and (e) Cities of Environmental
Importance.
The
programme was launched on January 31, 2007 in Hyderabad. A
network convener and potential knowledge managers (KMs)
were identified.

The
National Institute of Urban Affairs (NIUA) has been
nominated by the MoUD to function as National Network
Coordinator, to coordinate the overall PEARL activities
among the JNNURM cities.
Activities:
A
revised proposal on PEARL was prepared keeping in view the
desired outcome as discussed in the review meeting on June
8 2008. The activities that would be carried out under the
programme are:

Help
the KMs/partners to document various best practices
related with project development, financing and
construction as well as reforms under JNNURM.
-
Set
up a website and publish periodic newsletters for
exchange of information, innovation and initiatives.
-
Help
KMs/partners organise three group workshops of
participating ULBs and Knowledge Managers to exchange
experiences and lessons learned.
-
Organise
a national workshop on the status and experience of
PEARL network.
Major
Outputs:
To
create manageable networks between JNNURM cities for cross
learning and sharing knowledge on urban reforms and city
governance so that objectives of the mission can be
successfully achieved to make cities more livable,
economically vibrant and environmentally sustainable. The
activity will be carried out over one year. |

Prof.
Chetan Vaidya was appointed as the Director of National
Institute of Urban Affairs in February 2008. He is urban
planner from IIT Kharagpur with over 30 years of
experience. He is working very closely the Ministry of
Urban Development (MOUD) on various urban issues and
assisting various city and state governments in
implementation reforms under the Jawaharlal Nehru Urban
Renewal Mission (JNNURM).
He
advised various cities, state governments and financial
institutions in the areas of municipal resource
mobilization, development of commercially viable urban
infrastructure projects, market-based financing of urban
infrastructure and improving access of poor to urban
services.
Prof.
Vaidya was Professor of Architecture and Planning at M.S.
University of Baroda during 1991-94 and also worked as
Assistant General Manager with the National Housing Bank
during 1989-91. |

Mr.
Vijay K. Dhar is a HUDCO Chair Professor at the Institute
and has about 30 years professional experience in the
field of Urban Planning, Housing and Environment sector.
He has initiated, guided and coordinated research on many
topics including urban planning, public-private
partnership in Land and Housing, urban management, urban
poverty and evaluation of Government policies and
programmes in the field of urban planning and management.
He has conducted training programmes on there topics for
the state government and municipal officials. He has
number of published papers and research reports on the
subjects mentioned above. He is a member of various
committees constituted in the filed of urban housing, land
development and urban management.

Mr.
RAM K. DAHIYA has been working in this Institute in the
capacity of a Systems Administrator and Statistician. He
has about 25 years of experience in Information Technology
and has Specialisation in Computer based Information
Management and Statistical Modeling. He has been
involved in Estimation and Projection and Establishment of
Clearing House of Information. He is also involved in
developing an Urban Information System that organises the
data into a system which can be periodically updated,
retrieved and disseminated. He has fair understanding of
the softwares, relevant for estimating and projecting
National, Regional and City level data on population; and
activities and occupations using different assumptions
involving different growth rates, variations in the
components of growth such as migration, births over deaths
etc. He has conducted various training programs on
Information Technology for the Institute. He has
experiences of working with the organization like NIC and
ICMR and has working experience of various Operating
Systems and languages. |

Ms.
Nilanjana
Dasgupta Sur is a Research Fellow at the institute. She
has a Post- Graduate degree in Planning with
specialization in Urban Planning from the School of
Planning and Architecture (SPA), New Delhi and a Masters
degree (Gold Medal Holder) in Geography from the Benaras
Hindu University (BHU), Varanasi. She has over 5+ years of
experience in the field of urban/regional development,
urban and environmental management. Earlier, she has
worked with Ministry of Environment & Forests (MoEF)
and IIPA, New Delhi as Research Officer. She
had been working in different projects at NIUA like the
GOI-UNDP Project on “National Strategy for Urban
Poor”; GOI-UNDP Project on “Urban Poverty Reduction
Strategy”; Preparation of Primers for Optional Reform
under the flagship programme of JNNURM and so on. She is
presently coordinating the flagship programme “Peer
Experience and Reflective Learning (PEARL)” Programme
under JNNURM. |

Indu Senan is working as a Asstt. Programmer at the National
Institute of Urban Affairs since March 1983. She has been
involved in the various projects for data analysing/data
processing and has about 27 years of experience in this
field. She took up website related work in 1999 for the
Institute's website and later had also worked for the
website under FIRE-D project. Her experience involves
administration of the office LAN, Mail server, File server
and Intranet related jobs etc. She is the administrator of
the Institute's website. Presently she is also looking after
the Peer Experience and Reflective Learning (PEARL)
website India Urban Portal as an administrator.

Ms.
Poornima Singh is working as a Research Associate at the
National Institute of Urban Affairs since May 2009. She is Geographer Planner with a
postgraduate specialization in Housing from the CEPT
Unversity, Ahmedabad. She has done her masters in
Geography from Delhi School of Economics, Delhi University
and worked with Dr. Anu Kapoor as research assistant in
writing book," Disasters in India". she has done
her internship from CIDCO, Navi mumbai and made
development plan of Sanpada, Navi mumbai through GIS
technique single handedly. She was very active student
during her college days and won various awards and prize
for her performance and parcipation. She
is presently working on the "Peer Experience and
Reflective Learning (PEARL)" programme under JNNURM
at NIUA. |

Ms.
Rommani Sen is a Research Associate at the institute. She
has a post-graduate degree in Development Studies from the
Tata Institute of Social Sciences, (TISS), Mumbai and a
Bachelors degree in Journalism from Kamala Nehru College,
University of Delhi (University Topper). She had interned
with NIUA in May-June 2008, wherein she worked on the
JNNURM project. She has also worked with leading media
organizations such as Reuters and The Times of India, New
Delhi, during the course of her journalism training. She
is presently working on the "Peer Experience and
Reflective Learning (PEARL)" programme under JNNURM.
