Ministry of Urban
Development (MoUD), Government of India (GoI) is currently
implementing the Jawaharlal Nehru National Urban Renewal
Mission (JNNURM) to improve infrastructure and basic
services in 65 cities across the country, This process of
urban transformation, which was launched in 2005-06 for a
period of 7 years, is being supported by central grant
funding of around Rs 50,000 crores. As a part of the
Mission, states and mission cities have to implement a set
of reform measures, as committed under a tri-partite
Memorandum of Agreement, in order to avail of mission
funds.
MoUD has and is
continuing to take steps to acknowledge the efforts
undertaken by the mission cities to improve urban
services. In 2007, MoUD instituted awards for cities,
which have demonstrated improvement in urban services and
financial management. Continuing this practice, MoUD
intends to felicitate mission cities for improvement
demonstrated by them in 2009, in the following 3
categories: (1) Achievement for Improvement in Basic
Services, (2) Achievement for Financial Sustainability and
(3) Achievement for Environmental Initiatives. MoUD
proposes 6 Sector Awards, within these categories. Each
Sector Award is proposed to cover 2 cities - one award for
best performing city and one award for runner-up city. The
sectors for awards are as following:

With a view to obtaining
an objective and fair assessment, MoUD has constituted an
independent expert committee to conduct the exercise and
select cities eligible for awards. A pro-forma has been
developed and circulated to all 65 mission cities, seeking
data on specific performance indicators. |

Objective:
To recognize the
achievement of Urban Local Bodies (ULBs) which have
undertaken initiatives in the areas of urban reforms and
service delivery achievements. In addition, it is
envisaged that some of the innovative initiatives
undertaken by the ULBs will be showcased and shared with
other ULBs, and, as such, this will provide an opportunity
for ULBs to learn from the experience of their peers.
Areas for
Assessment/Award Categories:
While the focus will be
on implementation of projects in basic sectors and reforms
under JNNURM, steps taken by ULBs to strengthen their
financial position in order to ensure sustainability of
infrastructure investments as well as efforts to initiate
pro-active partnerships with the private sector will be
recognised. Finally, initiatives to strengthen
transparency in urban governance as well as efforts to
deal with environmental degradation will also be taken
into consideration.
Based on above, the
following award categories are proposed -
Achievement for
Improvement in Basic Services Water Supply Sewerage,
Sanitation & Drainage Solid Waste Management Project
undertaken through PPP in the above Achievement for
Financial Sustainability through Reforms Implementation
Implementation of ULB Reforms in Municipal Accounting,
Property Tax, User Charges Achievement for Environmental
Initiatives - Projects taken up under the CDM for earning
carbon credits. Assessment Methodology:
Data - For
each of the above categories, a set of parameters along
with indicators will be developed. Indicators for the
basic services will be taken from the Standardized Service
Level Benchmarks Workbook prepared by the Technical Cell.
Data will be provided by the ULBs in prescribed formats.
The ULBs will be responsible for the accuracy and
authenticity of the data. Ranking - the ranking of ULBs in
each category will be on the basis of a final score. A
scale of 1 (low), 2 (medium) and 3 (high) will be assigned
for each parameter. Individual scores for each parameter
will be totalled and the ULB with the highest score in the
category will be adjudged the winner. A runner-up award
will be also be given. The mega cities may not be
considered for awards because of the size and
complexities.

|
|
Performance Awards for cities under JNNURM, initiated by MoUD
recognizes achievements in basic services improvement as
well as those in strengthening governance and finance
functions, and undertaking environment friendly
initiatives. The performance awards for 2008-09 were given
by the Hon’ble Prime Minister Dr. Manmohan Singh and the
Hon’ble Union Minister for Urban Development Shri Jaipal
Reddy on December 3, 2009, on the occasion of the fourth
anniversary of the launch of JNNURM.

The Ministry of Urban
Development has recognised Performance Awards for JNNURM
ULBs for their efforts on achievement in areas of urban
reforms and service delivery achievements under the Urban
Infrastructure Governance (UIG) sub-mission. This Award
not only recognizes achievements in basic services
improvements, but also recognizes achievements of ULBs in
strengthening governance and finance functions, creating
effective partnerships with the private sector towards
more efficient functioning, and undertaking environment
friendly initiatives towards adopting a sustainable
development approach. The Hon'ble Minister Jaipal Reddy,
